What did CBP announce?
CBP announced a webinar held July 9, 2026, to train users on its Forced Labor Portal, which launched January 21, 2026. The message stated that use of the portal is mandatory for submitting Withhold Release Order or Finding admissibility reviews and modifications, UFLPA applicability reviews and exception requests, and CAATSA exception requests. Registration was free and the session counted toward CBP's Continuing Education Program.
What is Allied's position?
This notice mainly concerned a training webinar that has already taken place. The message stated that the Forced Labor Portal is mandatory for the listed WRO, UFLPA and CAATSA review and exception requests, and nothing in this message says that changed. If a shipment of yours is affected by a WRO, UFLPA or CAATSA action, ask us to review the entry so we can confirm the current filing process.

What does the CBP message say?
U.S. Customs and Border Protection’s (CBP) Office of Trade is hosting a webinar on Thursday, July 9, 2026, at 11:00 a.m. ET titled Forced Labor Portal Overview. CBP will conduct an overview to train users on the usage of the new Forced Labor Portal that launched on January 21, 2026.
It is now a mandatory requirement to use the Forced Labor Portal for the submission of the following types of review requests:
• Withhold Release Order/Finding admissibility reviews
• Withhold Release Order/Finding modifications
• Uyghur Forced Labor Prevention Act applicability reviews
• Uyghur Forced Labor Prevention Act exception requests
• Countering America’s Adversaries Through Sanctions Act exception requests
