CBP updates ACE filing guide with fiscal year 2027 COBRA user fees from October 1, 2026
CBP updated the ACE CATAIR Entry Summary Create/Update chapter to include the Fiscal Year 2027 Customs COBRA User Fees. The adjusted fee amounts and limitations take effect October 1, 2026. The updated chapter is posted under the Chapters: Current Capabilities tab. Technical questions go to the assigned Client Representative, and other inquiries go to CBP's Entry Summary Accounts & Revenue Division.

CBP moves Entry Type 13 mail test guides from draft to current ACE chapters
CBP implemented the Entry Type 13 (ET13) test for U.S. mail processing in ACE on September 22, 2026. CBP moved the related Cargo Release and Entry Summary implementation guides from the draft section of its CATAIR page to the current sections. The moved documents include the PGA Flag Enforcement Table, the Prior Notice stand-alone filing guide and the Entry Summary Error Dictionary.

This is a technical update for software developers and filers who transmit Entry Type 13 data to ACE. We file mail entries, including entry type 13, and we follow the current CATAIR guides for them. CBP publishes 2027 raw cane sugar quota allocations, opening October 1, 2026
CBP published Quota Bulletin 26-303 with the 2027 raw cane sugar allocations under HTSUS Chapter 17, Additional U.S. Note 5. The quota period runs from October 1, 2026 to September 30, 2027 and opens on Thursday, October 1, 2026. Entries submitted after 12:01 am local port time and before 08:30 am ET on the opening date receive an 08:30 am entry time. If any HTSUS group exceeds its limit at 08:30 am ET, CBP will prorate all accepted entries.

CBP publishes 2027 AGOA apparel quota limits, opening October 1, 2026
CBP published Quota Bulletin 26-407 with the 2027 limits under the African Growth and Opportunity Act (AGOA). It covers apparel goods under HTSUS Chapter 98 and Chapter 61, 62, 64 and 65 subheadings from designated sub-Saharan African countries that meet AGOA requirements. The quota period runs from October 1, 2026 through September 30, 2027. Entries submitted after 12:01 am local port time and before 08:30 am ET on the opening date receive an 08:30 am entry time, and CBP prorates entries if a group exceeds its limit.

CBP orders detention of palm oil from two Indonesian plantations over forced labor
CBP issued two Withhold Release Orders against palm oil and its derivative products produced by Mitra Aneka Rezeki and Hardaya Inti Plantation in Indonesia. Effective immediately, CBP will detain these shipments at all U.S. ports of entry under 19 U.S.C. § 1307. Importers of detained shipments may destroy or export them, or show that the goods were not made with forced labor.

We treat any shipment of palm oil or palm oil derivatives from these two producers as subject to detention on the entries we file. Clients who import palm oil or products containing it should check their supply chains for these producers. Clients should send us supplier and origin documents early so we can review their entries. If CBP detains a shipment, contact us to discuss the options the message lists.
ACE Certification test environment down for maintenance on September 30
CBP will run an extended maintenance window for the ACE Certification environment on September 30, 2026. The window runs from 5:00 p.m. to 9:00 p.m. ET. The Certification environment is used for testing, not for live filings.

Section 232 pharmaceutical duties extend to all companies from September 29, 2026
CBP issued updated filing guidance for Section 232 duties on pharmaceuticals and ingredients under Proclamation 11020, using headings 9903.04.60 through 9903.04.70. The duties already apply to Annex III companies since July 31, 2026, and apply to products of all other companies entered on or after 12:01 a.m. eastern time on September 29, 2026. Rates range from 0 to 100 percent depending on patent status, country, onshoring plans and specific uses. A September 23, 2026 Commerce notice added technical corrections and removed five HTSUS codes from Annex IV.

We apply the correct Chapter 99 heading to pharmaceutical entries we file from September 29, 2026. Clients should send us the manufacturer name, patent or generic status, country of origin, and any onshoring or pricing agreement details. Goods for clinical trials or research need documentation of that use. Drawback is available on these duties, so ask us to review your entries and drawback options.
Certain Canadian alcohol, dairy and motor vehicle products barred from U.S. import
CBP announced that certain Canadian products listed in the Annexes to Presidential Proclamations 11061, 11062 and 11063 are excluded from importation from 12:01 a.m. Eastern Time on September 29, 2026. Covered products fall under HTSUS headings 0404, 1702, 1703, 2202 through 2208 and 8711. CBP will unconditionally reject entries, in-bond movements, bonded warehouse entries and FTZ admissions for covered products, and will cancel unreleased ACE entries. Covered products imported before that time may still be entered, and warehouse or FTZ withdrawals pay the 50 percent duty under Proclamations 11046, 11047 and 11048.

We cannot file entries, in-bond movements or warehouse entries for covered Canadian products imported on or after 12:01 a.m. Eastern Time on September 29, 2026. Any of these entries not released by then will be cancelled by CBP. Clients with Canadian goods under these headings should send us the HTS numbers and product details, including packaging for alcohol, so we can check them against the Annexes. Alcohol outside the Annex scope limits remains subject to the 50 percent duty.
CBP adds error codes rejecting restricted Canadian products from September 29
CBP added new ACE error codes to carry out Proclamations 11061, 11062 and 11063. They apply to designated Canadian-origin goods entered or withdrawn from a warehouse for consumption on or after 12:01 a.m. ET on September 29, 2026. The goods fall under HTSUS headings 0404, 1702, 1703, 2202 through 2208 and 8711, including alcohol in direct-to-consumption containers. Non-compliant cargo release filings get error 335, and e214 FTZ admissions get error 239, both reading "HTS not allowed for country of origin."

We apply this change to the cargo release filings we make from September 29, 2026. ACE will reject a filing for designated Canadian-origin goods under the listed headings with error 335. Clients who import Canadian goods under these headings should contact us before shipping so we can review the classification and origin. We do not operate foreign trade zones, so FTZ admission error 239 concerns zone operators and their filers.

CBP published Quota Bulletin 26-134 for the 2027 Haiti Economic Lift Program Act (HELP) quota. It covers apparel goods under HTSUS Chapter 98, subchapter XX, and Chapter 61 and 62 subheadings. The quota period runs from October 1, 2026, through September 30, 2027, and opens October 1, 2026. Entries submitted on the opening date after 12:01 a.m. local port time and before 8:30 a.m. ET receive an 8:30 a.m. entry time, and entries are prorated if a group exceeds its limit.

CBP announced Quota Bulletin 26-215 for Cocoa Powder under HTSUS Chapter 18, Additional U.S. Note 1. The quota period runs from October 1, 2026 to September 30, 2027, opening on October 1, 2026. Entries filed between 12:01 a.m. local port time and 8:30 a.m. Eastern Time on the opening date all receive an 8:30 a.m. entry time for quota purposes. If total entries for any HTSUS group exceed the limit at that time, accepted entries will be prorated.

Entries filed before 8:30 a.m. ET on the opening date get an 8:30 a.m. entry time, and if a HTSUS group total exceeds the limit at that time, accepted entries are prorated.

CBP published Quota Bulletin 26-510 covering the tariff rate quota for automobiles from the United Kingdom under Executive Order 14309. The quota period runs October 1, 2026 through December 31, 2026, opening October 1, 2026. Entries filed before 8:30 a.m. ET on the opening date receive an 8:30 a.m. entry time, and if the HTSUS group total exceeds the limit at that time, accepted entries will be prorated.

CBP is automating submission of Organization Broker License Applications. Starting September 30, 2026, applicants must submit all applications and fees through the eCBP portal. Applications hand-delivered, mailed, or emailed on or after that date will be returned to the applicant. CBP states the change does not affect processing position.

CBP opens a voluntary test of electronic export manifests for truck cargo
CBP announced a voluntary two-year test of the ACE Electronic Export Manifest for truck cargo. The test checks if CBP can require truck carriers to send limited export manifest data at least 24 hours before departure from the United States. A complete export manifest then follows no later than 2 hours before arrival at the final port of export. CBP limits the test to nine truck carriers that meet the requirements in the Federal Register general notice.

The test is voluntary and applies only to truck carriers, so importers and exporters who use Allied do not need to act. Truck carriers that want to join must apply to CBP by email and show that they meet the eligibility requirements.

Tranche 2 of the affordable beef quota opens October 1, 2026
CBP published Quota Bulletin 26-231 for Tranche 2 of the beef quota under the "Further Ensuring Affordable Beef for the American Consumer" proclamation. Tranche 2 covers beef under HTSUS Chapter 2, Additional U.S. Note 3, from October 1 to October 30, 2026. Tranche 1 ended on September 30, and Tranche 3 runs from October 31 to November 30, 2026. Entries filed after 12:01 a.m. local port time and before 8:30 a.m. ET on October 1 get an 8:30 a.m. entry time, with proration if a group exceeds its limit.

Customs brokers must complete 20 hours of continuing education by January 31, 2027
CBP reminds individually licensed customs brokers to complete 20 hours of continuing education (CE) by January 31, 2027. The credit period runs from January 1, 2025 to January 31, 2027, and only training from a CBP-selected accreditor or the federal government counts. All brokers must file the Triennial Status Report and pay the $100 triennial fee from mid-December 2026 to February 28, 2027. Under 19 CFR 111.30(d) and 19 CFR 111.102, failure to meet these requirements results in revocation of the broker license.

Commerce can bar polysilicon entries by high-volume importers until December 4, 2026
Commerce will publish a Temporary Final Rule on September 24, 2026 under Proclamation 11052 to restrict stockpiling of polysilicon products. The rule targets importers of record that import far above their historic averages, and new importers that exceed the weekly quantity limits. After Commerce notifies CBP, the importer cannot enter certain polysilicon products until December 4, 2026, but may move the goods to a bonded warehouse. Affected importers may apply to Commerce for a waiver.

Section 301 China exclusions updated for new HTS numbers from July 1, 2026
USTR amended four Section 301 China product exclusions under HTSUS 9903.88.69 to match ten-digit HTSUS changes effective July 1, 2026. The amended exclusions cover goods now under 8413.91.9039, 8413.91.9046, 8413.91.9059, 8413.91.9099, 3926.90.9915 and 3926.90.9920. ACE accepts the amended exclusions from noon on September 23, 2026. CBP says importers who paid these duties on entries from July 1 to September 22, 2026 should file a PSC for a refund.

We apply the amended exclusions to the entries we file from noon on September 23, 2026. When we report 9903.88.69, we do not report the Section 301 China Chapter 99 number. If you imported goods under these HTSUS numbers from China since July 1, 2026, ask us to review those entries. CBP says the refund route is a PSC within the PSC period, or a protest within the protest period after liquidation.
ACE ocean manifest back-end update goes to production on October 24, 2026
CBP modernizes the ACE ocean, rail and air manifest systems in several releases. Release 3 (INT-062) is a technical migration of back-end functions for the ocean mode and does not change the ACE user experience or EDI behavior. It is now in the ACE certification environment, where software developers can send test transmissions. CBP schedules deployment to production for October 24, 2026.

HTS update 2622 adds honey board assessment changes and beef quota numbers
CBP announced Harmonized System Update (HSU) 2622, created on August 31, 2026, with 16 tariff records and 93 ABI records. It contains the USDA Honey Board assessment changes. It also contains the HTS updates for the new Affordable Beef Quota under the "Further Ensuring Affordable Beef for the American Consumer" proclamation.

CBP moves three APHIS PGA message set documents to the production section
CBP moved three PGA message set documents from the draft section to the production section of CBP.gov. The documents are Appendix PGA, the APHIS (CORE) Implementation Guide v6.4 and the APHIS Supplemental Guide Appendix APH-A v4.2. The message does not list the changes and refers to CSMS messages 69379587 and 69402038 for details.
