   CBP opens a voluntary test of electronic export manifests for truck cargo

   CBP announced a voluntary two-year test of the ACE Electronic Export Manifest for truck cargo. The test checks if CBP can require truck carriers to send limited export manifest data at least 24 hours before departure from the United States. A complete export manifest then follows no later than 2 hours before arrival at the final port of export. CBP limits the test to nine truck carriers that meet the requirements in the Federal Register general notice.

   Customs brokers must complete 20 hours of continuing education by January 31, 2027

   CBP reminds individually licensed customs brokers to complete 20 hours of continuing education (CE) by January 31, 2027. The credit period runs from January 1, 2025 to January 31, 2027, and only training from a CBP-selected accreditor or the federal government counts. All brokers must file the Triennial Status Report and pay the $100 triennial fee from mid-December 2026 to February 28, 2027. Under 19 CFR 111.30(d) and 19 CFR 111.102, failure to meet these requirements results in revocation of the broker license.

   Customs broker permit user fee rises to $190.88 on October 1, 2026

   CBP adjusts certain COBRA customs user fees for Fiscal Year 2027 under the General Notice at 91 FR 48398, published July 31, 2026. The Customs Broker Permit User Fee changes from $185.38 to $190.88 on October 1, 2026. The new fee applies to broker permits issued on or after that date and to annual fee payments for calendar year 2027. A future Federal Register notice will give the 2027 payment due date.
