CBP detailed AGOA and Haiti HOPE/HELP refund steps for the 2025-2026 program lapse

CBP announced that H.R.7148, signed February 3, 2026, extended AGOA and Haiti HOPE/HELP duty-free treatment through December 31, 2026, and reinstated Gabon as an AGOA beneficiary from January 1, 2026. It also allowed retroactive refunds of Column 1 ad valorem duties paid on eligible entries filed during the lapse from October 1, 2025 through February 3, 2026. CBP required refund requests, by post summary correction, protest, or written request, no later than August 2, 2026, and explained how quota, textile visa placeholders, and AD/CVD or Section 232 goods were handled.

    Show Allied's position

This notice applied to AGOA and Haiti HOPE/HELP entries Allied filed during the October 2025 to February 2026 lapse. The refund filing deadline of August 2, 2026 has now passed, so no new requests can be submitted under this notice. Clients who had entries from that lapse period and are unsure whether a refund request was filed should contact Allied so we can review the entry history.
