   CBP announced Harmonized System Update (HSU) 2622, created on August 31, 2026, with 16 tariff records and 93 ABI records. It contains the USDA Honey Board assessment changes. It also contains the HTS updates for the new Affordable Beef Quota under the "Further Ensuring Affordable Beef for the American Consumer" proclamation.

   CBP announced Harmonized System Update (HSU) 2624, created on September 11, 2026, with 6 tariff records and 18 ABI records. It contains Section 338 Canada updates. The updates follow two White House actions that change which products of Canada are subject to the Section 338 additional duties. One action relates to alcoholic beverages and one to motor vehicles, and they modify the Annexes to 91 FR 46639 and 91 FR 46663.

   CBP corrected CSMS 69915227: the exemption HTS number in ACE error F884 is 9903.03.15. The updated ACE CATAIR Error Dictionary V53 is on CBP.gov. Error F884 rejects exemption HTS 9903.03.15 for Section 338 when the line has no appropriate dutiable Chapter 99 number. The error went into the certification and production environments on August 26, 2026.

   CBP posts draft ACE error codes for the new mail entry type 13 test

   CBP posted a draft ACE CATAIR Error Dictionary V54 in the Future Capabilities section of CBP.gov. All updates support the new Entry Type 13 test. Nine new errors cover manifest components, the final delivered-to party and address, unknown ZIP codes and the dutiable mail fee. The update renames error B49 to "PSC NOT ALLOWED - CANNOT BE INFORMAL/MAIL" and updates 11 current errors.

   CBP posted an updated ACE CATAIR Error Dictionary V53 on CBP.gov. It adds error F884, EXEMPT HTS NOT ALLOWED FOR SECTION 338. The error rejects a Section 338 exemption HTS number on a line that has no appropriate dutiable Chapter 99 number. The error went into the certification and production environments on August 26, 2026.

   ACE applies FY27 user fees from October 1, 2026 and adds entry type 13 changes

   CBP posted ACE CATAIR Entry Summary Create/Update V110 with the new FY27 COBRA user fees. The new fees apply from October 1, 2026, also to summaries pre-filed earlier when the entry date is October 1 or later. Draft V111 adds ten changes and three new Input 23-Record requirements for Entry Type 13. The type 13 updates are in the certification environment, with production set for September 22, 2026.

   New ACE error code 238 for e214 foreign trade zone admissions from September 17

   CBP adds error code 238, FIRMS CODE NOT APPROVED FOR DIRECT DELIVERY, to ACE Appendix P for e214 foreign trade zone admissions. The code goes into ACE production on September 17, 2026, and is already in the certification environment. CBP also updated the ACE Foreign Trade Zone CATAIR chapter to clarify current requirements. CBP encourages zone operators with an FTZ Operator view in the ACE Portal to verify their Zone ID, FIRMS code and port code data.
