What did CBP announce?
CBP announced Harmonized System Update 2617, created on July 23, 2026, with 124 harmonized tariff records and 379 ABI records. It added Section 301 Forced Labor HTS updates, effective July 24, 2026. It also changed several U.S. Fish and Wildlife Service PGA flags from FW2 to FW1, as listed in CSMS 69247555.
What is Allied's position?
This update changed the tariff data we used for entries filed from July 24, 2026. Goods covered by the Section 301 forced labor action or the new FW1 flags may have needed extra duty or Fish and Wildlife data. Later CSMS messages may have changed these records. Clients should ask Allied to review their entries if their goods fall under these HTS codes.

Harmonized System Update (HSU) 2617 was created on July 23, 2026, and contains 124 harmonized tariff records and 379 Automated Broker Interface (ABI) records.
HSU 2617 contains Section 301 Forced Labor HTS updates and changes to the U.S. Fish and Wildlife (FWS) PGA HTS flags.
