Partner Government Agency (PGA)
A partner government agency (PGA) is a federal agency other than CBP that regulates some imports, for example FDA or USDA. Its data goes to ACE with the entry.
What does Partner Government Agency (PGA) mean?
CBP and the partner government agencies require importers to give detailed data through ACE. ACE is the single window that connects CBP, the agencies and the trade.
For example, the Food and Drug Administration regulates food, drugs, medical devices and cosmetics. For food, FDA requires prior notice before arrival (21 CFR 1.279).
For goods that an agency restricts, a single transaction bond is generally three times the value of the restricted goods. The minimum is $100.
From October 22, 2026, mail of $2,500 or less with other-agency requirements needs a formal entry or entry type 13 (19 CFR 145.12(a)(2)(v)). Until then, CBP permits such mail on the postal informal entry.
