Entry Type 13
Entry type 13, Informal Mail Entry, is a voluntary CBP test in ACE since September 22, 2026 for mail shipments of $2,500 or less.
What does Entry Type 13 mean?
CBP announced the test in the Federal Register on June 24, 2026 and started it in ACE production on September 22, 2026. It runs until CBP ends it with another notice. The test needs no separate application.
Entry type 13 covers mail of $2,500 or less. It is also open to goods with other-agency requirements or Chapter 98 or 99 duties, but not to AD/CVD goods or quota goods.
The owner or purchaser can file, or a licensed customs broker appointed by the owner, purchaser or consignee. Another consignee, such as a foreign postal operator or USPS, must use a broker that acts as importer of record.
From October 22, 2026, other-agency mail and Chapter 98 or 99 mail of $2,500 or less need a formal entry or entry type 13. This is the compliance date of 19 CFR 145.12(a)(2)(v) and (vi). The filer needs a basic importation and entry bond (19 CFR 113.62).
What does it mean for your shipment?
We onboard postal operators, consolidators and e-commerce shippers with a data test on a sample of their shipments. The test shows which goods fit entry type 13, the postal informal entry or a formal entry.
