CBP Issues Harmonized System Update 2621 With New FSIS Flags

What did CBP announce?
CBP announced Harmonized System Update (HSU) 2621, created August 22, 2026, containing 13 harmonized tariff records and 54 ABI records. The update includes Section 338 tariff changes described separately in CSMS 69606660. It also adds an FS3 flag to three HTS codes and changes an FS4 flag to FS3 on five HTS codes tied to Food Safety and Inspection Service (FSIS) review requirements.
What is Allied's position?
This update changes the Partner Government Agency flags CBP applies to specific HTS codes covering certain egg and dairy products. We apply these updated flags when we file entries that include the affected HTS codes. Clients who import goods under these HTS numbers should ask us to confirm that their entries meet the current FSIS flagging requirements.

HSU 2621 also contains the following PGA HTS flagging updates for the Food Safety and Inspection Service (FSIS).
- FS3 flag added to HTS codes 2106909990, 2106909993, and 2106909994; and
- FS4 flag updated to FS3 on HTS codes 0407210030, 0408110000, 0408190000, 0408910000, and 0408990000.
