What did CBP announce?

CBP announced Harmonized System Update (HSU) 2619, created August 1, 2026, adding 6 tariff records and 25 ABI records. The update reduced the Section 232 pharmaceutical duty for United Kingdom-origin products under HTS 9903.04.63 from 10 percent to 0 percent. It also changed FDA tariff flags for mustard product HTS numbers, distilling machinery HTS numbers, and an antibiotic HTS number for clindamycin.

What is Allied's position?

At the time, this update lowered the Section 232 duty for the listed UK pharmaceutical HTS number and revised FDA flags on several other HTS numbers, which affected how we classified and flagged those entries. Later CSMS messages may have changed these rates or flags since August 2026. Clients who import UK pharmaceutical products, mustard preparations, distilling machinery, or clindamycin should ask Allied to review their current entries for the correct duty rate and FDA flag.

Harmonized System Update (HSU) 2619 was created on August 1, 2026, and contains 6 harmonized tariff records and 25 ABI records.

HSU 2619 contains the Section 232 Pharmaceutical United Kingdom duty reduction from 10% to 0% for HTS 9903.04.63. HSU 2619 also contains PGA HTS flagging updates. The FDA tariff flag “FD4” was changed to “FD3” for the following two HTS numbers: HTS 2103.20.4020 (sauces and preparations therefore; mixed condiments and mixed seasonings; mustard flour and meal and prepared mustard: in containers holding less than 1.4 kg), and HTS 2103.90.9091 (sauces and preparations therefore; mixed condiments and mixed seasonings; mustard flour and meal and prepared mustard: Other, Other, Other).

The FDA tariff flag “FD2” was changed to “FD1” for HTS 8419.40.0010 (machinery, distilling or rectifying plant, rotary evaporator) and HTS 8419.40.0090 (machinery, distilling or rectifying plant, other). The FDA tariff flag “FD1” was changed to “FD2” for HTS 2941.90.5030 (Antibiotics, Other, Other, Clindamycin).
