Certain Canadian alcohol, dairy and motor vehicle products barred from U.S. import

CBP title: Certain Canadian Products Excluded from Importation into the United States; Presidential Proclamations 11061, 11062, and 11063

Action required by September 29, 2026

This message asks importers or filers to act. The position below says what to do.

What did CBP announce?

CBP announced that certain Canadian products listed in the Annexes to Presidential Proclamations 11061, 11062 and 11063 are excluded from importation from 12:01 a.m. Eastern Time on September 29, 2026. Covered products fall under HTSUS headings 0404, 1702, 1703, 2202 through 2208 and 8711. CBP will unconditionally reject entries, in-bond movements, bonded warehouse entries and FTZ admissions for covered products, and will cancel unreleased ACE entries. Covered products imported before that time may still be entered, and warehouse or FTZ withdrawals pay the 50 percent duty under Proclamations 11046, 11047 and 11048.

What is Allied's position?

We cannot file entries, in-bond movements or warehouse entries for covered Canadian products imported on or after 12:01 a.m. Eastern Time on September 29, 2026. Any of these entries not released by then will be cancelled by CBP. Clients with Canadian goods under these headings should send us the HTS numbers and product details, including packaging for alcohol, so we can check them against the Annexes. Alcohol outside the Annex scope limits remains subject to the 50 percent duty.

What does the CBP message say?

The purpose of this message is to provide guidance on the Presidential Proclamations 11061, 11062, and 11063:

GUIDANCE: Effective September 29, 2026, at 12:01 a.m., Eastern Time, certain covered products of Canada identified in the Annexes to Presidential Proclamations 11061, 11062, and 11063 are excluded from importation into the United States. Exclusion from importation precludes covered products from admission into a Foreign Trade Zone or bonded warehouse, in-bond transportation, and entry for consumption. As of 12:01 a.m. Eastern Time on September 29, 2026, any entry containing covered products will be unconditionally rejected by U.S. Customs and Border Protection (CBP). The attached annexes outline the list of HTSUS classifications subject to exclusion.

Covered products imported prior to September 29, 2026, 12:01 a.m. Eastern Time, remain eligible to be entered for consumption. Such covered products, if entered into a bonded warehouse or admitted into a Foreign Trade Zone prior to exclusion from importation going into effect, may be withdrawn for consumption and will be subject to the 50 percent ad valorem duty under Presidential Proclamations 11046, 11047, and 11048, as applicable. The attached annexes outline the list of HTSUS classifications subject to exclusion.

As of 12:01 a.m. Eastern Time on September 29, 2026, covered products will be unconditionally rejected and denied entry by CBP. Entries filed in ACE which contain covered products that have not been released will be cancelled as of September 29, 2026 at 12:01 a.m.

Covered products include certain commodities under Harmonized Tariff Schedule of the United States (HTSUS) headings 0404, 1702, 1703, 2202, 2203, 2204, 2205, 2206, 2207, 2208, and 8711.

Alcoholic Beverages For alcoholic beverages, the import exclusion applies only where the merchandise meets any applicable scope limitation listed in the Alcohol Annex (https://www.whitehouse.gov/wp-content/uploads/2026/09/ANNEX-I-ALCOHOL.pdf). Where the scope limitation states “Packaged,” the exclusion applies only to products packaged in bottles, cans, boxes, kegs, or other similar direct-to-consumption containers. Alcoholic beverages that do not meet an applicable scope limitation are not subject to the import exclusion and remain subject to the applicable 50 percent ad valorem duty under Proclamation 11046.

ACE Cargo Release Pursuant to the implementation of Presidential Proclamations 11061, 11062, and 11063, CBP will update the ACE Cargo Release and e214 Foreign Trade Zone (FTZ) admissions messaging on September 29, 2026 at 12:01 am. Filers attempting non-compliant submissions will trigger system rejects and receive the following error codes:

  • 239 – HTS NOT ALLOWED FOR COUNTRY OF ORIGIN (for e214 FTZ admission)
  • 335 – HTS NOT ALLOWED FOR COUNTRY OF ORIGIN (for Cargo Release)

ACE Entry Summary Update/Create CBP will update the ACE Entry Summary Update/Create messaging on September 29, 2026 at 12:01 am. Filers attempting non-compliant submissions will trigger system rejects and receive the following error code:

  • 886 – HTS PROHIBITED FOR CO

Foreign Trade Zones Any covered products that were admitted into a Foreign Trade Zone prior to 12:01 a.m. Eastern Time on September 29, 2026, may be withdrawn for consumption at the 50 percent ad valorem duty imposed under Proclamations 11046, 11047, and 11048, as applicable.
