ACE now rejects copper entries missing smelt and cast country data

What did CBP announce?
CBP said that starting September 14, 2026, ACE rejects entry summaries for certain copper HTS classifications (8544.42.10, 8544.42.20, 8544.42.90, 8544.49.10) that do not report the primary country of smelt and country of cast. ACE returns a fatal F794 error when the required copper data record is missing. Importers may report "OTH" if the smelt or cast country is unknown. This affects imports of the listed copper articles from all countries except the U.S.
What is Allied's position?
We now include the primary country of smelt and country of cast on entry summary lines for the listed copper HTS numbers, using "OTH" when the client cannot confirm this information. Clients who import these copper articles should send us smelt and cast country details for each shipment so we can avoid a fatal ACE rejection. If a client is unsure whether their goods fall under these HTS numbers, we can review the entries to confirm.

What does the CBP message say?
Effective Monday, September 14, 2026, ACE will begin rejecting entry summaries where the copper primary country of smelt and the country of cast are not reported. ACE will return the F794 ADDTNL DEC TYPE RQRD FOR ARTICLE message as a fatal version of the error when the required 54 record type 12 for copper is not submitted.
The copper smelt and cast country reporting requirements are as follows:
Imports of certain copper articles from all countries of origin (except the U.S.) shall report the primary country of smelt and country of cast, and may report the secondary country of smelt, on the entry summary line for the following HTSUS classifications: 8544.42.10, 8544.42.20, 8544.42.90, and 8544.49.10.
If the primary country of smelt, secondary country of smelt, and/or country of cast are not known, importers may report “OTH” (other).
