  1. CBP updates ACE filing guide with fiscal year 2027 COBRA user fees from October 1, 2026

CBP updated the ACE CATAIR Entry Summary Create/Update chapter to include the Fiscal Year 2027 Customs COBRA User Fees. The adjusted fee amounts and limitations take effect October 1, 2026. The updated chapter is posted under the Chapters: Current Capabilities tab. Technical questions go to the assigned Client Representative, and other inquiries go to CBP's Entry Summary Accounts & Revenue Division.

    Show Allied's position

We apply the adjusted COBRA user fee amounts and limitations to the entry summaries we file from October 1, 2026. The message does not list the new amounts, so clients may see different user fees on entries filed from that date. Clients do not need to act. Ask us if you have questions about the fees on a specific entry.

  2. CBP corrects the Section 338 exemption number in ACE error F884 to 9903.03.15

CBP corrected CSMS 69915227: the exemption HTS number in ACE error F884 is 9903.03.15. The updated ACE CATAIR Error Dictionary V53 is on CBP.gov. Error F884 rejects exemption HTS 9903.03.15 for Section 338 when the line has no appropriate dutiable Chapter 99 number. The error went into the certification and production environments on August 26, 2026.

    Show Allied's position

This error affects only entry lines that claim the Section 338 exemption under 9903.03.15. We report that exemption only with the dutiable Chapter 99 number that the line requires, so clients do not need to act.

  3. CBP posts draft ACE error codes for the new mail entry type 13 test

CBP posted a draft ACE CATAIR Error Dictionary V54 in the Future Capabilities section of CBP.gov. All updates support the new Entry Type 13 test. Nine new errors cover manifest components, the final delivered-to party and address, unknown ZIP codes and the dutiable mail fee. The update renames error B49 to "PSC NOT ALLOWED - CANNOT BE INFORMAL/MAIL" and updates 11 current errors.

    Show Allied's position

These draft errors apply to the entry type 13 mail entries that we file. Under these errors, ACE rejects a type 13 entry that lacks the final delivered-to party, its complete address or a known ZIP code. Mail shippers should send us these data for each shipment. The message does not give a production date for these errors.

  4. ACE error F884 rejects Section 338 exemptions without a dutiable Chapter 99 number

CBP posted an updated ACE CATAIR Error Dictionary V53 on CBP.gov. It adds error F884, EXEMPT HTS NOT ALLOWED FOR SECTION 338. The error rejects a Section 338 exemption HTS number on a line that has no appropriate dutiable Chapter 99 number. The error went into the certification and production environments on August 26, 2026.

    Show Allied's position

This error affects only entry lines that claim a Section 338 exemption. We report the exemption only with the dutiable Chapter 99 number that the line requires, so clients do not need to act.

  5. ACE applies FY27 user fees from October 1, 2026 and adds entry type 13 changes

CBP posted ACE CATAIR Entry Summary Create/Update V110 with the new FY27 COBRA user fees. The new fees apply from October 1, 2026, also to summaries pre-filed earlier when the entry date is October 1 or later. Show Allied's position

We apply the FY27 user fees to the entries we file with an entry date on or after October 1, 2026. The type 13 changes apply to the mail entries we file under the test. Clients do not need to act.

  6. CBP sets order for reporting multiple HTS lines with Chapter 98 or 99 codes

CBP updated guidance on the order for reporting multiple HTSUS classifications on a single entry summary line when a Chapter 98 or 99 classification applies. The sequence is Chapter 98 first, then Chapter 99 codes for trade remedies in the order Section 301, Section 338, Section 232, Section 201 duties, Section 201 quota, then Chapter 99 for replacement duty or other use, then other quota, and finally the Chapter 1-97 classification. Entered value should be reported on the Chapter 1-97 line unless Chapter 98 rules require otherwise. This applies to entry summaries filed in ACE, which is the system of record for entry summaries.

    Show Allied's position

We apply this reporting sequence to the entry summaries we file in ACE when a Chapter 98 or 99 classification is required. Clients do not need to change the data they send us, but we will make sure our line reporting follows this order to avoid rejections. If a client has questions about how a specific shipment is classified across Chapter 98, 99 and 1-97, they should ask us to review the entry.

  7. CBP added a new liquidation reason code for CAPE refunds in ACE

CBP announced that the ACE CATAIR Entry Summary Query was updated to add a new Liquidation Reason Code, "36," for CAPE. CBP said the update went live in the Certification and Production environments on May 12, 2026. The change affects the Output JD-Record returned by the Entry Summary Query.

    Show Allied's position

This is a technical ACE system update for entry summary data and it concerns how liquidation reason codes appear in query results. It does not require any action from importers or shippers. We track these ACE code updates as part of how we file and monitor entries, including CAPE related IEEPA refund entries.

  8. CBP adds error code blocking PSCs on entries with pending CAPE refunds

CBP announced an updated ACE Entry Summary Error Dictionary. It added error code 864, which blocks a post-summary correction on any entry where a CAPE declaration has already been filed for an IEEPA refund. CBP published this alongside the April 20, 2026 launch of the CAPE tool in the ACE Portal.

    Show Allied's position

This confirms what CBP had already told filers: once we submit a CAPE declaration for an IEEPA refund, we cannot also file a post-summary correction on that entry. We continue to use CAPE declarations, not PSCs, for IEEPA duty refund requests. Clients do not need to take any action on this notice, but should contact us if they want us to review whether an entry needs a CAPE declaration.

  9. CBP Added ACE Error Code Blocking PSC When a CAPE Refund Is Pending

CBP announced an updated ACE Entry Summary Error Dictionary that added a new validation error, condition code 864, which blocks a post-summary correction on an entry once a CAPE refund declaration has been filed for it. CBP tied this update to the April 20, 2026 launch of the CAPE tool in the ACE Portal. The change affects filers submitting entry summary corrections.

    Show Allied's position

We follow this rule when we amend entries for clients that have filed an IEEPA refund claim through CAPE. Once a CAPE declaration is submitted for an entry, CBP will reject any post-summary correction on that entry, so refunds must go through CAPE, not a PSC. This still applies today. Clients do not need to do anything, but should tell us if they want us to check the status of a specific entry.

  10. CBP resolved January ACE EDI slowdown affecting Air and Entry Summary filings

CBP announced it completed troubleshooting network connections that had slowed EDI message processing for the ACE application. CBP confirmed EDI processing resumed and ACE portal applications were functioning properly, with the system continuing to process a backlog of transactions until complete. This message was published January 24, 2026.

    Show Allied's position

This was a temporary system outage notice from January 2026 and CBP reported it as resolved at the time. It required no action from clients then and has no bearing on entries filed today. If clients see unrelated filing issues now, they should contact us so we can review the specific entry.

  11. CBP resolved brief ACE EDI slowdown from January 2026 maintenance

CBP announced a network restart between 8:00pm and 9:00pm EST that caused temporary delays in processing incoming EDI messages for ACE Air and Entry Summary. CBP asked users not to refile messages that received no response during the window, since those would process once the connection was restored. Users could also see slowness in ACE Portal applications during that time. This affected importers, brokers and carriers filing through ACE that evening.

    Show Allied's position

This was a routine, one-time maintenance window from January 2026 and has already passed. It did not change any filing requirements or deadlines. Clients do not need to take any action regarding this notice.

  12. CBP reported ACE slow processing issues affecting Air and Entry Summary EDI in January 2026

CBP announced continuing network issues causing slow processing in ACE for Air EDI and Entry Summary EDI. CBP asked the trade not to resend transmissions, stating initial transmissions would still be processed. CBP warned that resending transmissions would cause additional delays. The message did not give a timeline for resolution.

    Show Allied's position

This was a temporary system slowdown CBP reported in January 2026. It does not describe a current issue, and later CBP messages may have addressed it. Clients do not need to act now, but if they have questions about delayed filings from that period, they should ask Allied to review the affected entries.

  13. CBP reported slow processing in ACE Air and Entry Summary EDI

CBP announced network issues causing slow processing in ACE Air EDI and ACE Entry Summary EDI. CBP said it was working to fix the issue and would send an update once resolved. The message did not name a cause or give a timeline.

    Show Allied's position

At the time, this meant filers could see delays transmitting air cargo and entry summary data through ACE. CBP has likely resolved this issue since the message is over eight months old, and later CSMS messages may have provided updates. Clients do not need to act, but they can ask Allied to confirm the status of any specific entry from that period.
