CBP adds error code blocking PSCs on entries with pending CAPE refunds

What did CBP announce?
CBP announced an updated ACE Entry Summary Error Dictionary. It added error code 864, which blocks a post-summary correction on any entry where a CAPE declaration has already been filed for an IEEPA refund. CBP published this alongside the April 20, 2026 launch of the CAPE tool in the ACE Portal.
What is Allied's position?
This confirms what CBP had already told filers: once we submit a CAPE declaration for an IEEPA refund, we cannot also file a post-summary correction on that entry. We continue to use CAPE declarations, not PSCs, for IEEPA duty refund requests. Clients do not need to take any action on this notice, but should contact us if they want us to review whether an entry needs a CAPE declaration.

What does the CBP message say?
U.S. Customs and Border Protection (CBP) has published an updated ACE Entry Summary Error Dictionary. The updated version includes a new validation error that occurs when a filer attempts to file a post-summary correction (PSC) for an entry for which a Consolidated Administration and Processing of Entries (CAPE) declaration has been submitted. Below are additional details about the new error:
• Condition Code: 864
• Narrative Text: PSC NOT ALLOWED – REFUND REQUESTED
• Explanation: PSC is not allowed due to a CAPE Refund in process
