CBP Urged Importers to Check ACH Enrollment to Avoid Refund Rejections

CBP title: IMPORTANT: Review ACE Reports for Rejected Refunds Due to Lack of ACH Enrollment

What did CBP announce?

CBP announced that brokers and importers could use the ACE REV-613 report to find refunds rejected for missing ACH enrollment. It advised affected importers to enroll for ACH refunds in the ACE Portal and notify CBP's ACH refund support email. CBP warned that importers not enrolled in ACH could keep experiencing refund delays or rejections.

What is Allied's position?

This notice concerns how importers receive refund payments from CBP, including duty refunds tied to entries we file. We recommend clients confirm their ACH enrollment status is current, since this affects how quickly they receive any refunds, including IEEPA duty refund payments. Clients who are unsure of their ACH enrollment status should contact Allied so we can help review their entries and refund records.

What does the CBP message say?

U.S. Customs and Border Protection (CBP) advises Customs brokers to use the ACH Rejected Refunds Report (REV-613) report in the Automated Commercial Environment (ACE) Reports tool to help importers identify any refunds that have been rejected due to missing Automated Clearing House (ACH) enrollment. Importers also have the option to run the REV-613 report to determine whether any potential refunds have been rejected. For help running this report, review CBP’s Trade Refund Reports reference guide (https://www.cbp.gov/document/guidance/ace-reports-trade-refund-report-qrc).

If necessary, affected importers should complete the following steps:

  • Notify frn-achrefundsupport@cbp.dhs.gov (mailto:frn-achrefundsupport@cbp.dhs.gov) of the new ACH refund enrollment.

Note: Importers that are not enrolled to receive refunds via ACH may continue to experience refund delays or rejections.

For additional refund information, review CBP’s ACH Refund webpage (https://www.cbp.gov/trade/automated/ach/refund).
