CBP title: Update to ACE CATAIR Error Dictionary: New Error F883 PSC NOT ALLOWED TO MODIFY IEEPA HTS

What did CBP announce?

CBP announced an update to the ACE CATAIR Error Dictionary adding a new validation, error F883, that blocks a Post Summary Correction from modifying the IEEPA HTS on a Foreign Trade Zone entry type 06. CBP deployed the change to its certification and production systems on August 21, 2026. The update affects filers submitting PSCs on FTZ entries with an IEEPA HTS line.

What is Allied's position?

This update applies to Foreign Trade Zone entry type 06 filings, and Allied does not operate or manage foreign trade zones. We do not expect this validation to affect the entries we file for clients. Because IEEPA duties themselves ended on February 20, 2026, clients with questions about how this rule applies to their entries should ask Allied to review the specific filing.

What does the CBP message say?

Please be advised that an updated version of the ACE CATAIR Error Dictionary V52 has been posted under the Supporting Documents: Documentation for Entry Summary Chapters section on CBP.gov (https://www.cbp.gov/trade/automated/catair). This update adds a new validation that prevents filers from submitting a Post Summary Correction (PSC) for a Foreign Trade Zone (FTZ) entry type 06 if the International Emergency Economic Powers Act (IEEPA) HTS is modified in any way. The update includes the following error:

  • F883: PSC NOT ALLOWED TO MODIFY IEEPA HTS

This update was deployed to both the CERTIFICATION (CERT) and PRODUCTION (PROD) environments on August 21, 2026.
