CBP Form 4811: Special Address Notification
CBP Form 4811 lets an importer of record name an agent, the notify party. The agent receives CBP bills, refunds or liquidation notices for the importer's entries.

CBP Form 4811
What is CBP Form 4811?
CBP Form 4811 is the Special Address Notification. The importer of record uses it to name an agent, the notify party, to receive CBP notices, bills or refunds.
The form has codes for what the agent receives. For example, code 10 covers bills, refunds and notices of liquidation, and code 20 covers refunds or drawback only.
The designation applies to an entry summary only when that entry shows the agent's number as the reference number.
Only the 12/25 edition is valid since February 6, 2026
CBP no longer accepts earlier versions of the form. Refunds to a notify party now go electronically to that party's bank account (CBP message).

Who needs it and when?
- Importers who want refunds paid to another party, for example a parent company or a customs broker.
- Importers who want CBP bills or liquidation notices sent to an agent.
- Importers with IEEPA duty refunds. CBP pays those refunds to the importer of record, or to a 4811 notify party designated on the original entry. How IEEPA refunds work.
Roles
Who signs it and who files it?
- The importer of record signs the form. For a company, the signer states the title, such as a principal, member of the firm or officer.
- Since January 2, 2026, a Trade Account Owner can add notify parties in the ACE Portal on the Notify Parties tab. An importer can also go through its assigned CBP Center of Excellence and Expertise.
- After CBP processes the 4811, the broker lists the notify party's number on each entry summary that the 4811 must cover.

CBP posts the 12/25 edition on its form page. Most importers now add notify parties in the ACE Portal instead of on paper.

Does a CBP Form 4811 send IEEPA refunds to my broker?
Only if the 4811 designates the broker to receive refunds and the broker is listed on the original entry. Otherwise CBP pays the importer of record.
Can I add a notify party online?
Yes. Since January 2, 2026, a Trade Account Owner can add notify parties on the Notify Parties tab of the ACE Portal.
How are refunds to a notify party paid?
Electronically, by ACH, into the notify party's bank account. This applies since February 6, 2026.
How long does a 4811 stay in effect?
Until it is changed. It is not effective if the importer number has no customs transaction within 3 years after filing. It is also not effective with no unliquidated entry on file (19 CFR 24.36(a)).
