CBP 宣布了什么？
CBP转发NMFS通知,宣布自2026年1月1日起,来自其渔业未获得《海洋哺乳动物保护法》(MMPA)相符性认定的国家的鱼类及鱼类产品,若无签署的《准入证明书》(Certification of Admissibility),将不得进口。该规定适用于使用指定HTS编码、来自上述国家的货运。NMFS还于2025年12月举办两场网络研讨会,说明认证要求。

此规定影响来自未获得MMPA相符性认定国家、使用指定HTS编码的特定鱼类及鱼类产品进口。后续CSMS消息可能更新受影响渔业清单或认证细节,因此以这些编码进口海产的客户应请我们审查其报关记录。未进口指定鱼类产品的客户则无需针对此消息采取行动。

The National Marine Fisheries Service (NMFS) is issuing this message to inform industry that, beginning January 1, 2026, certain fish and fish products from nations with fisheries that have been denied comparability findings under the Marine Mammal Protection Act (MMPA) import provisions will be prohibited from import into the United States.
Entries from a nation with fisheries denied comparability findings and using a designated HTS code will be inadmissible if not accompanied by a signed Certification of Admissibility (COA).
NMFS will host two public webinars in December 2025 to provide a brief overview of MMPA import provisions, and a detailed technical discussion on COA requirements. To join these webinars, use the links listed below:
