CBP宣布了2026年2月27日发布的《协调关税表更新2606》(Harmonized System Update 2606),此前美国农业部(USDA)撤回了一项直接终案规则,该规则原本将自2026年3月1日起降低对进口棉花征收的棉花委员会(Cotton Board)附加费。此次更新从HTS中移除了原定的较低棉花费率,并将其恢复为先前设定的费率,自2026年2月26日起生效。此次更新新增了5,122笔协调关税记录和24,062笔ABI记录。

The Agricultural Marketing Service (AMS), Department of Agriculture (USDA) is withdrawing the direct final rule, “Cotton Board Rules and Regulations: Adjusting Supplemental Assessment on Imports (2025 Amendments),” that published on December 31, 2025, due to receipt of a significant adverse comment. This action confirms that the decreased assessment rate proposed for March 1, 2026, will not take effect, and the assessment will revert to the previously established rates.
HSU 2606 contains the HTS revisions to remove the updated March 1, 2026, cotton rates and revert to the previous Cotton rates.
Harmonized System Update (HSU) 2606 was created on February 27, 2026, and contains 5,122 harmonized tariff records and 24,062 ABI records.
