What did CBP announce?
CBP announced Quota Bulletin 26-211 for peanut butter and paste under HTSUS Chapter 20, Additional US Note 5. The quota period ran from January 1, 2026 through December 31, 2026, with an opening date of January 2, 2026. Entries filed early on the opening date received an 08:30 a.m. Eastern Time entry time, and CBP said it would prorate accepted entries if any HTSUS group total exceeded the limit at that time.

This bulletin set the quota opening procedure for peanut butter and paste entries filed at the start of 2026. The opening date has passed, so this notice no longer affects new filings. Clients with entries of this commodity from early 2026 can ask us to confirm how their entries were processed under this quota.

If the total for any HTSUS group exceeds the limit at 08:30 a.m. ET, all accepted entries will be prorated.
