What did CBP announce?
CBP announced Quota Bulletin 26-216 for chocolate classified under HTSUS Chapter 18, Additional U.S. Note 2, covering chocolate with over 5.5 percent butterfat by weight and excluding retail candy or confection. The quota period ran from January 1 through December 31, 2026, and opened January 2, 2026. Entries filed after 12:01 a.m. local port time and before 8:30 a.m. Eastern Time on the opening date received an 8:30 a.m. entry time for quota purposes, with proration if the quota group was oversubscribed at that time.
What is Allied's position?
This quota period covers all of 2026, so the bulletin still applies to chocolate entries we file this year. If you import chocolate under this HTSUS provision, ask us to confirm the current quota fill status for your entries. You do not need to take any action beyond that.

Opening Date:
Friday, January 2, 2026
All entries submitted after 12:01 a.m. local port time and prior to 08:30 a.m. Eastern Time (ET) and on the opening date will receive an entry time of 08:30 a.m. for quota qualification purposes. If the total for any HTSUS group exceeds the limit at 08:30 a.m. ET, all accepted entries will be prorated.
