What did CBP announce?
CBP announced Quota Bulletin 26-205 covering dairy products under HTSUS Chapter 04, Additional U.S. Note 10, for the quota period January 1 through December 31, 2026. The bulletin set the opening date as January 2, 2026, and explained that entries filed before 8:30 a.m. Eastern Time on that date would receive an 8:30 a.m. entry time for quota purposes. It stated that if any HTSUS group's entries exceeded the quota limit at that time, CBP would prorate all accepted entries.
What is Allied's position?
This bulletin applied to dairy quota entries filed at the start of the 2026 quota year, and its opening day filing window has already passed. Clients with dairy tariff-rate quota entries from that period should ask us to confirm how their entries were processed. No action is needed now for this notice.
