What did CBP announce?
CBP published Quota Bulletin 26-202 for whole milk and cream (HTSUS 0401.20) for the quota period January 1 through December 31, 2026. The quota opened on Friday, January 2, 2026. Entries filed between 12:01 a.m. local port time and 8:30 a.m. Eastern Time on the opening date received an entry time of 8:30 a.m. for quota qualification, and if a HTSUS group's total exceeded the limit at that time, accepted entries were prorated.
What is Allied's position?
This bulletin covered a routine annual tariff-rate quota opening for whole milk that already passed. It does not affect current filings, and this quota period is already underway. Clients importing this commodity now should ask us to confirm current quota status for their entries.

Milk (whole) and cream provided for in the Harmonized Tariff Schedule of the United States
(HTSUS) Chapter 4, subheading 0401.20 milk and cream, not concentrated nor containing added sugar or other sweetening matter, of a fat content, by weight, exceeding 1 percent but not exceeding 6 percent.

January 1, 2026, through December 31, 2026
Opening Date:
Friday, January 2, 2026
All entries submitted after 12:01 a.m. local port time and prior to 08:30 a.m. Eastern Time (ET) and on the opening date will receive an entry time of 08:30 a.m. for quota qualification purposes. If the total for any HTSUS group exceeds the limit at 08:30 a.m. ET, all accepted entries will be prorated.
