What did CBP announce?
CBP announced Quota Bulletin 26-209 for ice cream classified under HTSUS Chapter 21, Additional U.S. Note 5. The quota period runs from January 1, 2026 through December 31, 2026, with an opening date of January 2, 2026. Entries filed early on the opening date received an 8:30 a.m. Eastern entry time, and CBP said it would prorate any HTSUS group that exceeded the limit at that time.
What is Allied's position?
This bulletin only set the opening mechanics for the 2026 ice cream quota, which importers already passed. The quota period itself (through December 31, 2026) is still in effect based on the bulletin. Clients importing ice cream under this quota do not need to take action on this bulletin now, but should ask us to review their entries if they have questions about remaining quota availability.

If the total for any HTSUS group exceeds the limit at 08:30 a.m. ET, all accepted entries will be prorated.
