What did CBP announce?
CBP published Quota Bulletin 26-203 for milk and cream entered under HTS subheadings 0401.40.05, 0401.50.05 and 0403.90.04. The quota period ran from January 1, 2026 through December 31, 2026, with the quota opening on January 2, 2026. Entries filed shortly after opening received an 8:30 a.m. ET entry time and were prorated if the group limit was exceeded.
What is Allied's position?
This bulletin set the quota limits that apply to milk and cream entries we file under these subheadings for all of 2026. The quota period is still open through December 31, 2026, so the limits described still apply to entries filed now. Clients importing these products do not need to act unless we advise that a specific entry is affected by proration.

Milk and cream provided for in Harmonized Tariff Schedule of the United States (HTSUS) Chapter 04, Additional United States Note (AUSN) 5, fluid or frozen, fresh or sour, containing over 6 percent but not over 45 percent by weight of butterfat, the foregoing goods entered under subheadings 0401.40.05, 0401.50.05 and 0403.90.04.

Opening Date:
Friday, January 2, 2026
All entries submitted after 12:01 a.m. local port time and prior to 08:30 a.m. Eastern Time (ET) and on the opening date will receive an entry time of 08:30 a.m. for quota qualification purposes. If the total for any HTSUS group exceeds the limit at 08:30 a.m. ET, all accepted entries will be prorated.
