What did CBP announce?
CBP announced Quota Bulletin 26-218 for 2026 infant formula under HTSUS Chapter 19, Additional U.S. Note 2. The quota period ran from January 1 through December 31, 2026, with an opening date of January 2, 2026. Entries filed early on the opening date received a fixed 8:30 a.m. Eastern entry time for quota purposes, with proration if a group's limit was exceeded.

This bulletin set the quota mechanics for infant formula entries filed at the start of the 2026 quota period. The opening date has passed, and any proration or quota fill for that period is already determined. All entries submitted after 12:01 a.m. local port time and prior to 8:30 a.m. Eastern Time (ET) and on the opening date will receive an entry time of 8:30 a.m. for quota qualification purposes. If the total for any HTSUS group exceeds the limit at 8:30 a.m. ET, all accepted entries will be prorated.
