What did CBP announce?
CBP announced Quota Bulletin 26-204 for dried milk and cream under HTSUS Chapter 04, Additional U.S. Note 9, entered under subheadings 0402.21.75 and 0403.90.61. The quota period ran from January 1, 2026 through December 31, 2026, and the quota opened on Friday, January 2, 2026. Entries submitted after 12:01 am local port time and before 08:30 am ET on the opening date received an 08:30 am entry time. If a group exceeded the limit at 08:30 am ET, CBP prorated all accepted entries.

All entries submitted after 12:01 am local port time and prior to 08:30 am Eastern Time (ET) and on the opening date will receive an entry time of 08:30 am for quota qualification purposes. If the total for any HTSUS group exceeds the limit at 08:30 am ET, all accepted entries will be prorated.
