What did CBP announce?
CBP announced Harmonized System Update (HSU) 2542, created December 4, 2025, containing thirteen Harmonized Tariff records and forty ABI records. It implemented tariff elements of the US-Korea Strategic Trade and Investment Deal, extended certain Section 301 product exclusions for China-related technology transfer practices, and changed the FDA tariff flag on HTS 2941.10.2000 (Penicillin G salts) from FD2 to FD1. CBP referred questions on the Korea deal to a related CSMS message and gave separate contacts for FDA flag and general HTS questions.
What is Allied's position?
At the time, this update changed HTS records and flags that affect how we classify and file entries for goods covered by the Korea deal, the extended Section 301 exclusions, and the FDA-flagged HTS line. Later CSMS messages or further tariff actions may have changed these classifications or exclusions since December 2025. Clients with entries involving these HTS numbers should ask us to review their current classification and any applicable exclusion status.

HSU 2542 contains the updates pursuant to the United States-Korea Strategic Trade and Investment Deal https://www.federalregister.gov/documents/2025/12/04/2025-21940/implementing-certain-tariff-related-elements-of-the-us-korea-strategic-trade-and-investment-deal , the updates pursuant to the Section 301 Product Exclusion Extensions Notice Federal Register :: Notice of Product Exclusion Extensions: China's Acts, Policies, and Practices Related to Technology Transfer, Intellectual Property, and Innovation (https://www.federalregister.gov/documents/2025/12/01/2025-21671/notice-of-product-exclusion-extensions-chinas-acts-policies-and-practices-related-to-technology) and a HTS flagging change in support of the PGA Message Set. The FDA tariff flag FD2 was changed to FD1 for HTS 2941.10.2000 Penicillin G salts.
