What did CBP announce?
CBP announced Quota Bulletin 26-505 for 2026 Korea Free Trade Agreement (KORUS) tobacco quota under HTSUS Chapter 98, Subchapter XXII, Additional U.S. Note 31. The quota period ran from January 1, 2026 through December 31, 2026, with an opening date of January 2, 2026. Entries filed early on the opening date received an 8:30 am ET entry time, and CBP said it would prorate accepted entries if any HTSUS group total exceeded the limit at that time.
What is Allied's position?
This bulletin set the opening procedures for the 2026 KORUS tobacco quota period, which is still open through December 31, 2026. The opening date and proration rule for January 2, 2026 have already passed, so this notice no longer requires action. Clients with tobacco entries under this quota should ask us to review their entries for quota status.

All entries submitted after 12:01 am local port time and prior to 08:30 am Eastern Time (ET) and on the opening date will receive an entry time of 08:30 am for quota qualification purposes. If the total for any HTSUS group exceeds the limit at 08:30 am ET, all accepted entries will be prorated.
