What did CBP announce?
CBP announced Quota Bulletin 26-112, covering the 2026 USMCA Tariff Preference Level for certain cotton, wool and man-made fiber textile products from Canada under HTSUS Chapter 98 subchapter 23. The quota period ran from January 1, 2026 through December 31, 2026, opening on January 2, 2026. CBP said entries filed after midnight and before 8:30 am ET on the opening date would receive an 8:30 am entry time for quota purposes, and that amounts would be prorated if any HTSUS group exceeded its limit at that time.
What is Allied's position?
This bulletin set the quota rules for Canadian TPL textile entries for all of 2026, so it still applies to entries we file through December 31, 2026. If a client imports covered cotton, wool or man-made fiber textile products from Canada, we track the quota status of the entry and can check current fill levels before filing. Clients do not need to take any action on this bulletin itself, but should let us know if they have shipments they want reviewed against the quota.

All entries submitted after 12:01 am local port time and prior to 08:30 am Eastern Time (ET) and on the opening date will receive an entry time of 08:30 am for quota qualification purposes. If the total for any HTSUS group exceeds the limit at 08:30 am ET, all accepted entries will be prorated.
