What did CBP announce?
CBP announced Quota Bulletin 26-113 for USMCA agricultural products from Canada under HTSUS Chapter 98, Subchapter 23. The quota period ran from January 1, 2026 through December 31, 2026, with an opening date of January 2, 2026. Entries filed close to the opening received an 08:30 am ET entry time, and CBP said it would prorate any HTSUS group that exceeded its limit at that time.
What is Allied's position?
This bulletin covered quota timing for entries filed early in the 2026 USMCA agriculture quota period, which is now underway. The specific opening-date proration rules applied only around January 2, 2026 and do not affect entries filed now. Clients with open questions about how a specific entry was processed under this quota should ask us to review it.

All entries submitted after 12:01 am local port time and prior to 08:30 am Eastern Time (ET) and on the opening date will receive an entry time of 08:30 am for quota qualification purposes. If the total for any HTSUS group exceeds the limit at 08:30 am ET, all accepted entries will be prorated.
