What did CBP announce?
CBP announced Quota Bulletin 26-108 for the Panama Trade Promotion Agreement, covering agricultural products under HTSUS Chapter 99, Subchapter 19. The quota period ran from January 1, 2026 through December 31, 2026, with an opening date of January 2, 2026. CBP said entries filed between 12:01 am local port time and 8:30 am Eastern Time on the opening date would all receive an 8:30 am entry time, and if any HTSUS group total exceeded its limit at that time, accepted entries would be prorated.
What is Allied's position?
This bulletin set the opening rules for the 2026 PATPA agricultural quota, which is still within its period as of today. We apply the proration and timing rules CBP describes to any entries we file for PATPA agricultural products under this quota. Clients with entries in this quota should ask us to confirm current fill status, since later CBP bulletins may have updated quantities or limits.
