What did CBP announce?
CBP announced an update to the ACE Document Image System (DIS) Implementation Guide. The update added two new document label codes tied to the reauthorized AGOA and Haiti HOPE/HELP trade preference programs, one for AGOA documents and one for Haiti documents. CBP pointed filers to a related message for guidance on using the new labels.
What is Allied's position?
This was a technical update to how supporting documents for AGOA and Haiti trade preference programs are labeled and submitted in ACE. It concerned the document coding brokers use when filing entries under these programs, not a change to duty rates or eligibility. Clients importing under AGOA or Haiti programs do not need to act, but should ask Allied to confirm current document requirements if they have active entries under these programs.

What does the CBP message say?
U.S. Customs and Border Protection (CBP) has updated the Automated Commercial Environment (ACE) Document Image System (DIS) Implementation Guide. The updated guide is available here: ACE DIS Implementation Guide (https://www.cbp.gov/document/guidance/ace-dis-implementation-guide).
Two Document Label Codes were added for CBP related to the reauthorization of Preferential Trade Legislative (PTL) programs: African Growth and Opportunity Act (AGOA), Haiti Hemispheric Opportunity through Partnership Encouragement Act (HOPE), and Haiti Economic Lift Program (HELP).
One Document Label is for AGOA and the other is for Haiti. Please see the change log for specifics.
