What did CBP announce?
CBP announced an update to the ACE CATAIR Error Dictionary adding error code F865, which flags a tariff number as not eligible for the submitted importer of record. CBP scheduled the update for the CERT test environment on May 19, 2026, and for production on June 2, 2026. The message directed technical questions to CBP client representatives and the Entry Summary Accounts and Revenue Division.
What is Allied's position?
This is a technical filing system update that concerns brokers and how CBP's ABI system validates entry data. The error code is now live in production, so we may see it returned if a filed tariff number is not eligible for the importer of record on an entry. Clients do not need to act, but if we receive this error on a filing we may ask for corrected classification or importer information.

What does the CBP message say?
Please be advised that an updated version of the ACE CATAIR Error Dictionary V46 has been posted under Draft Chapters: Future Capabilities section on CBP.gov (https://www.cbp.gov/trade/automated/catair). This update includes the following:
· F865: HTS NOT ALLOWED FOR IMPORTER
One or more tariff numbers transmitted in the AE is not eligible for the submitted Importer of Record.
This update is scheduled to deploy in the CERTIFICATION (CERT) environment on May 19, 2026, and deploy to the PRODUCTION (PROD) environment on June 02, 2026.
