What did CBP announce?
CBP announced that NOAA Fisheries added new HTS codes to its seafood trade monitoring programs (AMLR, SIM, and Tuna Tracking Program 370) and revised one AMLR code after an ITC change. CBP began flagging these new and revised codes on July 1, 2026. Entries filed under the added or updated codes are subject to the permitting, reporting, and recordkeeping rules of the applicable program.
What is Allied's position?
This update took effect on July 1, 2026 and applies to entries we file under the newly flagged HTS codes for fish and fish products. We check the NOAA list for clients importing seafood so entries carry the correct permit, reporting, and recordkeeping documentation. If you import fish or fish products, ask us to confirm whether your HTS codes fall under AMLR, SIM, or Tuna Tracking Program 370.

What does the CBP message say?
The U.S. National Marine Fisheries Service (NOAA Fisheries) is informing the trade community that the U.S. Harmonized Tariff Schedule (HTS) codes flagged for permit and reporting requirements under one or more of the trade monitoring programs are being updated to include additional HTS codes. NOAA Fisheries trade programs affected by this update are the Antarctic Marine Living Resources Program (AMLR), the Seafood Import Monitoring Program (SIM), and the Tuna Tracking and Verification Program (370). Customs and Border Protection will begin flagging the new or revised HTS codes on July 1, 2026.
The addition of these HTS codes is to address imports of fish and fish products of species listed by one or more of the trade monitoring programs. Additionally, NOAA Fisheries is updating one HTS code under AMLR due to U.S. International Trade Commission revisions.
Entries using one of the newly added or updated USHTS Codes will be subject to all permitting, reporting, and recordkeeping requirements associated with the trade monitoring program/s (SIM, 370, AMLR) for which it is listed.
