What did CBP announce?

CBP announced an update to the ACE CATAIR Error Dictionary that added a new fatal error, F876. The error stops an entry summary line from having both a dutiable Auto Part HTS number and a dutiable Medium and Heavy-Duty Vehicles HTS number in Chapter 99 at the same time. CBP deployed this validation to the certification and production ACE environments on June 25, 2026. The change affects filers who submit entry summaries with both types of HTS numbers on one line.

What is Allied's position?

This was a system-level filing rule for entry summaries with combined Auto Part and MHDV Chapter 99 HTS numbers. It appears to remain in effect, since we have not seen a later CSMS message that changes it. If you import auto parts or medium and heavy-duty vehicles, ask us to review how your entries classify Chapter 99 duty status on these lines.

What does the CBP message say?

Please be advised that an updated version of the ACE CATAIR Error Dictionary V49 has been posted under the Supporting Documents: Documentation for Entry Summary Chapters

section CBP.gov (https://www.cbp.gov/trade/automated/catair). This update creates a new Fatal validation to prevent a dutiable Auto Part HTS and a dutiable Medium and Heavy-Duty Vehicles (MHDV) HTS number from being on the same Entry Summary line. The update includes the following error:

• F876: 876 DUTY HTS REQUIRES NON-DUTY HTS

When an Entry Summary line contains a common Auto Part HTS number and a MHDV HTS number, only one or the other may be a dutiable CH99 HTS (i.e., if the Auto Part HTS number is dutiable, then the MHDV CH99 HTS number must be non-dutiable and vice-versa). Note, however, it is permissible for the Auto Part HTS number and the MHDV HTS number to both be non-dutiable CH99 HTS numbers.

This update was deployed to the CERTIFICATION environment and the PRODUCTION environment on June 25, 2026
