What did CBP announce?
CBP announced Harmonized System Update (HSU) 2615, created July 10, 2026, containing 744 harmonized tariff records and 3,509 ABI records. It updated HTS flags for NOAA Fisheries (NMFS), the National Organic Program (AMS), and the CPSC e-filing program, and corrected Taiwan Civil Aircraft HTS numbers 9903.96.03 and 9903.94.68. CBP directed questions on the PGA flags and the HTS update to specific CBP email contacts.
What is Allied's position?
This update changed how certain goods under NOAA fisheries, organic, CPSC, and Taiwan civil aircraft programs are flagged and classified in ABI at the time. Later Harmonized System Updates may have further changed these HTS numbers and flags since July 2026. Clients who import seafood, organic products, consumer products under CPSC e-filing, or Taiwan civil aircraft goods should ask us to review the current classification and flagging on their entries.

What does the CBP message say?
Harmonized System Update (HSU) 2615 was created on July 10, 2026, and contains 744 harmonized tariff records and 3,509 Automated Broker Interface (ABI) records.
HSU 2615 contains the PGA HTS flagging updates for the following agencies;
• NMFS – updated HTS numbers flagged under NOAA Fisheries Trade Monitoring Programs (CSMS 68916845). Additionally, under the 370-program, NM2 flag was changed to NM1 in approximately 15 HTS numbers.
• AMS – removed AM7 flag in approximately 30 HTS numbers and changed AM7 to AM8 flag in approximately 30 HTS numbers under the National Organic Program (CSMS 69068766). AM7 flag removed in approximately 30 HTS for the new non-organic HTS codes.
• CPSC – added CP1 and CP2 HTS flags for the e-filing program (CSMS 68290359).
