What did CBP announce?
CBP announced Quota Bulletin 26-402 for Cotton Rough or Harsh under HTSUS Chapter 52, Additional U.S. Note 6. The quota period ran from August 1, 2026 to July 31, 2027, with an opening date of August 3, 2026. Entries filed near the opening received an 8:30 a.m. Eastern entry time for quota purposes, with proration if the HTSUS group limit was exceeded.

If the total for any HTSUS group exceeds the limit at 8:30 a.m. ET, all accepted entries will be prorated.
