What did CBP announce?
CBP announced Quota Bulletin 26-404 covering cotton not carded or combed under HTSUS Chapter 52, Additional U.S. Note 8. The quota period ran from August 1, 2026 through July 31, 2027, with an opening date of August 3, 2026. Entries filed before 8:30 a.m. ET on the opening date received that entry time for quota purposes, and CBP said it would prorate accepted entries if any HTSUS group exceeded its limit at that time.
What is Allied's position?
This bulletin covered the opening of a routine annual cotton quota period that has already occurred. If a client had entries filed against this quota around the August 3, 2026 opening and the group limit was exceeded, proration may have applied. Clients with questions about how a specific entry was processed under this quota should ask us to review it.

All entries submitted after 12:01 a.m. local port time and prior to 8:30 a.m. Eastern Time (ET) and on the opening date will receive an entry time of 8:30 a.m. for quota qualification purposes. If the total for any HTSUS group exceeds the limit at 8:30 a.m. ET, all accepted entries will be prorated.
