What did CBP announce?
CBP announced Quota Bulletin 26-401 for cotton not carded or combed under HTSUS Chapter 52, Additional U.S. Note 5. The quota period ran from September 20, 2026 through September 19, 2027, with an opening date of September 21, 2026. Entries filed before 8:30 a.m. Eastern Time on the opening date received an 8:30 a.m. entry time, and CBP said it would prorate accepted entries if any HTSUS group exceeded its limit at that time.

If the total for any HTSUS group exceeds the limit at 8:30 a.m. ET, all accepted entries will be prorated.
