What did CBP announce?
CBP published Quota Bulletin 26-319 with the opening moment results for the 2027 refined sugar tariff rate quota. The quota opened on October 1, 2026, and was oversubscribed, so CBP set a pro rata percentage of 51.03027%. ACE sent a UC message with the prorated quantity for each entry. Filers or importers have until October 13, 2026, at 4:30 pm local time to re-transmit the data.

The tariff rate quota for Refined Sugar opened on Thursday, October 1, 2026, and over-subscribed at opening moment. The pro rata percentage of 51.03027% or 0.5103027 was calculated via Automated Commercial Environment (ACE) and an Entry Summary Status Notification (UC) message was generated detailing the prorated quantity per entry.
The filer/importer has five business days from the date of authorized release to re-transmit the data. The five-business day window expires on October 13, 2026, at 4:30 pm local time.
