CBP detailed Section 301 forced-labor duties on imports from 60 economies
CBP announced that the U.S. Trade Representative imposed additional duties of 10 percent to 12.5 percent under Section 301 of the Trade Act of 1974 on imports from sixty listed economies, effective July 24, 2026. The message listed the Chapter 99 HTSUS headings for each country's rate and set out exemptions, including for goods already in transit before the effective date, civil aircraft, pharmaceuticals, donations, informational materials, and certain goods from Canada, Mexico, the EU, UK, and other economies with separate trade terms. It also explained how the duties apply to goods entered under Chapter 98 provisions.

When this notice took effect, we applied these Section 301 rates to entries of goods from the listed economies based on the country of origin and HTSUS classification, using the Chapter 99 headings and any exemption that applied. This message is now more than two months old, and later CSMS messages may have changed rates, exemptions, or country coverage. Clients with entries from any of these sixty economies should ask us to review their current filings against the latest guidance.
