CBP 宣布了什么？
CBP表示，自2026年9月14日起，对于特定铜材HTS分类（8544.42.10、8544.42.20、8544.42.90、8544.49.10），若报关单未申报主要熔炼国及铸造国，ACE将予以拒绝。若缺少所需的铜材资料记录，ACE会返回致命错误代码F794。若进口商不清楚熔炼国或铸造国，可申报“OTH”。此规定影响除美国以外所有国家进口上述铜制品。
Allied 的立场是什么？
我们现在会在上述铜材HTS编号的报关单项目中申报主要熔炼国及铸造国，若客户无法确认此信息，则申报“OTH”。进口这些铜制品的客户应将每笔货物的熔炼国及铸造国资料提供给我们，以避免ACE出现致命拒绝。若客户不确定其货品是否属于这些HTS编号，我们可协助审核报关单以确认。

CBP 消息的英文原文说了什么？
Effective Monday, September 14, 2026, ACE will begin rejecting entry summaries where the copper primary country of smelt and the country of cast are not reported. ACE will return the F794 ADDTNL DEC TYPE RQRD FOR ARTICLE message as a fatal version of the error when the required 54 record type 12 for copper is not submitted.
The copper smelt and cast country reporting requirements are as follows:
Imports of certain copper articles from all countries of origin (except the U.S.) shall report the primary country of smelt and country of cast, and may report the secondary country of smelt, on the entry summary line for the following HTSUS classifications: 8544.42.10, 8544.42.20, 8544.42.90, and 8544.49.10.
If the primary country of smelt, secondary country of smelt, and/or country of cast are not known, importers may report “OTH” (other).
