CBP aktiviert CAPE-Tool für konsolidierte IEEPA-Zollrückerstattungen

Was hat CBP angekündigt?
Die CBP gab bekannt, dass sie die erste Phase des Tools „Consolidated Administration and Processing of Entries“ (CAPE) im ACE-Portal aktiviert hat. Importeure und autorisierte Zollagenten können CAPE-Declarations einreichen, um Rückerstattungen von IEEPA-Zöllen, einschließlich Zinsen, zu konsolidieren, anstatt sie einzeln pro Einfuhranmeldung zu bearbeiten. Die CBP erklärte, dass Phase 1 von CAPE nur bestimmte nicht abgeschlossene (unliquidated) Einfuhranmeldungen sowie bestimmte Einfuhranmeldungen innerhalb von 80 Tagen nach der Abschlussfeststellung (liquidation) umfasst. Die CBP kündigte außerdem zwei Handels-Webinare zur CAPE-Einreichung an, die am 21. und 28. April 2026 stattfinden.
Wie schätzt Allied die Mitteilung ein?
Die CBP bearbeitet IEEPA-Zollrückerstattungen jetzt über CAPE-Declarations, die im ACE-Portal eingereicht werden, und akzeptiert eine nachträgliche Korrektur der Sammelanmeldung (post-summary correction) nicht als Antrag auf IEEPA-Rückerstattung. Wir reichen CAPE-Declarations für die von uns bearbeiteten Einfuhranmeldungen ein, wenn ein Kunde für eine IEEPA-Rückerstattung qualifiziert ist. Kunden, die glauben, dass sie Einfuhranmeldungen haben, die für eine IEEPA-Rückerstattung infrage kommen, sollten uns bitten, diese Einfuhranmeldungen zu prüfen und die Berechtigung im Rahmen der Grenzen von CAPE-Phase 1 zu bestätigen.

U.S. Customs and Border Protection (CBP) has activated the first phase of the Consolidated Administration and Processing of Entries (CAPE) tool in the Automated Commercial Environment Secure Data Portal (ACE Portal). Importers and authorized customs brokers can now file their CAPE Declarations through their ACE Portal accounts.
CAPE is designed to consolidate refunds of IEEPA duties including interest rather than processing refunds on an entry-by-entry basis. CAPE Phase 1 is limited to certain unliquidated entries and certain entries within 80 days of liquidation.
