CBP Form 3509
CBP Form 3509 is the Notice to Addressee of Arrival of Mail Shipment. CBP sends it when a mail parcel needs a formal entry or documents about its value.
What does CBP Form 3509 mean?
When a mail parcel needs a formal entry, CBP notifies the addressee of the arrival and of the method of entry (19 CFR 145.12(a)(4)). The notice is CBP Form 3509.
The addressee has 30 days from the date of the notice to act. After 30 days with no response, CBP treats the parcel as undeliverable mail and it goes back to the sender (19 CFR 132.25).
The notice asks for an entry or for documents. It is not a bill. Any duty is paid to CBP through the entry.
