CBP Form 5106
CBP Form 5106, the Create/Update Importer Identity Form, gives CBP the name, address and ID number of an importer or an ultimate consignee.
What does CBP Form 5106 mean?
A party files CBP Form 5106 with its first formal entry. It also files one with its first request for a service that results in a bill or a refund. The ultimate consignee of the entry needs a 5106 too (19 CFR 24.5).
The ID number is the IRS employer identification number (EIN). A party with no EIN uses its Social Security number. CBP assigns a number to a party that has neither.
On August 19, 2026, CBP announced stricter checks of Form 5106 data under Executive Order 14411. From September 18, 2026, CBP can void an importer of record number at once for inaccurate 5106 data. The importer of record, or the broker that gives the data for it, must give accurate and complete information (91 FR 53627).
What does it mean for your shipment?
Give us your legal name, your EIN and your physical business address, not a forwarder's address. We check the 5106 data before we file it, because CBP can void an importer number with inaccurate data.
