What did CBP announce?
CBP announced Quota Bulletin 26-111 for the 2026 USMCA Tariff Preference Level for Mexico. It covered certain cotton, wool and man-made fiber textile products from Mexico under HTSUS Chapter 98 subchapter 23. The quota period ran from January 1, 2026 to December 31, 2026, with an opening date of January 2, 2026. Entries submitted between 12:01 am local port time and 08:30 am ET on the opening date received an 08:30 am entry time, and oversubscribed groups were prorated.
What is Allied's position?
This was a routine quota bulletin and did not require clients to act. Later CSMS messages may have changed the fill status, so clients importing Mexican textiles under a USMCA TPL should ask Allied about their entries.

All entries submitted after 12:01 am local port time and prior to 08:30 am Eastern Time (ET) and on the opening date will receive an entry time of 08:30 am for quota qualification purposes. If the total for any HTSUS group exceeds the limit at 08:30 am ET, all accepted entries will be prorated.
