What did CBP announce?
CBP announced it updated ACE truck manifest systems to let filers submit a Carnet number and expiration date. The update added new codes for Carnet in the ANSI X12 and EDIFACT truck manifest formats, plus two new error codes for missing or invalid carnet data. CBP said it planned to deploy the changes to production on March 24, 2026. The change affects software developers and trade filers who submit truck manifests by EDI.
What is Allied's position?
This was a technical update to CBP's manifest system for truck carriers and their EDI software providers, not a change to entry or duty rules. Since the deployment date has passed, we expect these carnet fields and error codes are now active in production for truck manifest filings. Clients do not need to take any action on this notice; if a shipment involves a carnet, clients should ask us to confirm how it was reported.

What does the CBP message say?
U.S. Customs and Border Protection (CBP) has enhanced the Automated Commercial Environment (ACE) certification environment (CERT) to enable filers to submit a Carnet number and expiration date via an ACE truck import manifest filing.
Accordingly, CBP has updated following truck implementation guides:

- Added new Bill of Lading Type code for Carnet (40)
- Added new Reference Identification Qualifier for “Carnet Number” (CRN) and “Carnet Expiration” (CRE)

- Added new Document Name code type for Carnet (40)
- Added new Document Name code for “Carnet Number” (960) and “Carnet Expiration” (961)

- 551 – INVALID OR MISSING CARNET NUMBER
- 552 – INVALID OR MISSING CARNET EXPIRATION DATE
Software developers and trade filers who submit manifest transactions via Electronic Data Interchange (EDI) will need to make the appropriate updates to incorporate these changes.
CBP plans to deploy these changes to the production environment (PROD) on March 24, 2026.
