What did CBP announce?

CBP said two new ACE error validations for drawback claims under 1313(a) and 1313(b) were deployed to the ACE test environment on March 17, 2026. The validations support Proclamation 10984 on medium and heavy duty vehicles, vehicle parts and buses. They flag claims dated before November 1, 2025, claims missing both the eligible Section 232 HTS number and the Chapter 1 to 97 HTS number, or claims that exceed the money available on the entry summary line. CBP said these validations would move to the production ACE environment on April 21, 2026.

What is Allied's position?

We file duty drawback claims for clients, including claims tied to Section 232 tariffs on auto and truck parts. This message describes validations CBP added to catch incomplete or overclaimed drawback claims under 1313(a) and 1313(b). The production deployment date in the message has already passed, so clients with pending or planned drawback claims on these goods should ask us to review their claim data for the required HTS numbers and amounts.

What does the CBP message say?

Two new Drawback error messages deployed to the Automated Commercial Environment (ACE) Certification (CERT) environment on Tuesday, March 17, 2026. This update supports Proclamation 10984 Adjusting Imports of Medium- and Heavy-Duty Vehicles, Medium- and Heavy-Duty Vehicle Parts, and Buses into the United States. With this change, new ACE validations allow claimants to file drawback claims for the specific eligible Section 232 tariffs (Auto parts and Truck parts) for provisions 1313(a) and 1313(b) and prevents overclaimed drawback refunds associated with ineligible 232 tariffs. When claims fail to meet the requirements, users will receive the following error messages:

  • The filer will receive the error code FD12 when the claim date of the drawback claim under 1313(a) or 1313(b) is before November 1, 2025.
  • The filer will receive the error code FD13 when the claim under 1313(a) or 1313(b) is not reported with both the eligible 232 HTS# and the Chapter 1-97 HTS# and when the requested claim amount exceeds the available money on the entry summary line.

These updates will deploy to the ACE Production (PROD) environment on Tuesday, April 21, 2026.
