What did CBP announce?
CBP announced updates to the Electronic Export Manifest Ocean X12 309 and Ocean CAMIR implementation guides. The updates clarified how carriers report the first foreign port of destination and unlading, added guidance for transshipment movements, and changed the Port Information data element from mandatory to optional. The changes applied to ocean carriers filing electronic export manifests.
What is Allied's position?
This message concerned technical formatting for ocean export manifests filed by carriers, not the import entries Allied files for clients. It did not require action from importers or shippers at the time. Because this is a past technical update, clients with questions about current export manifest requirements should ask Allied to check whether later CSMS messages changed these fields.

• Segment M11 Manifest Bill of Lading Details
- Updated line item #2 in Semantic Notes to read M1102 is the First Foreign Port of Destination
- Updated line item #12 in Semantic Notes to read M1120 is the First Foreign Port of Unlading
- Crossed out line item #13 in Semantic Notes
- Added note in row M1120 description in Data Element Summary “For Transshipment movements, list the final port of unlading”
• Segment P4 Port Information
- Crossed out line item #3 in Semantic Notes
- Updated row P404 in Data Element Summary from Mandatory to Optional
Ocean CAMIR
• Record Identifier B01 Bill of Lading Transaction Record
- Added note for row two (2) “Foreign Port of Unlading”
